Drone Sovereignty Starts on the Production Floor

Last week I joined a sovereignty panel at Journées Drones Aerospace Valley in Cahors, moderated by Xavier Bourguignat, alongside Esma Mekraoui from Tekever and Christian Bachellerie from Delair. The question on the table was simple to ask and hard to answer: what does European drone sovereignty actually require. Esma opened with the definition that shaped the rest of the conversation. Sovereignty is not a drone rolling off a production line. It is a user who can acquire, operate, maintain, and deliver the mission that drone was built for, without a critical dependency on someone outside the chain.

Sovereignty is a supply chain problem, not a product one

That definition changes where the real work happens. It stops being one company's design and becomes an entire value chain: industrials, users, universities, test centers, regulators, certification bodies. Esma's point, and one Aerospace Valley has been pushing for a while, is that these actors already collaborate. The problem is they too often act in sequence instead of in parallel. Getting a full value chain to move at the same time, not hand off to the next link when its part is done, is what turns a collection of suppliers into something that can actually be called sovereign.

The two things standing in the way: process IP and data

And what we see in this market is that sovereignty will not be won by a single national champion absorbing all the value. It will be won by a chain of SMEs that can interconnect and produce together at scale.

Two things stand in the way of that today.

The first is intellectual property, and it goes further than the design itself. Process IP, how you actually assemble, integrate, and test a product, is becoming the harder thing to defend and the more valuable thing to own. Hand that off entirely to a subcontractor without keeping mastery of your own process, and you lose the ability to move to a different supplier later.

The second is data. When every tier in a supply chain runs its own format and its own security posture, that inconsistency is where the gap opens. Add to that the dependency many manufacturers still have on US cloud infrastructure, subject to the Cloud Act, and the workaround many are choosing, isolated on-premise deployments, creates a new problem. It disconnects them from the rest of the chain they're supposed to be interconnecting with.


Design for production, not around it

A lot of the drone industry today is still engineering-led in a way that optimizes design performance first and asks how to manufacture it later. We call the alternative DFMAIT: design for manufacturing, assembly, integration, and test. It means thinking about tolerances, fixturing, and automation from the first design review, not after the first prototype is sitting on the factory floor. That is the same over-engineered V-cycle the space industry has spent a decade trying to break, and drones are hitting it now too.

Financing the ramp, not just designing it

Christian's angle from Delair was financial, not technical, and it is the piece of this conversation production teams don't always hear. Export markets are where the volume is, but reaching them means investing in industrial tooling and long-cycle procurement before the orders that justify them exist.

That is why Delair's manufacturing partnership matters: it gives them an industrial line capable of producing tens of thousands of drones a year by the end of this year, up from a few hundred last year, without trying to build automotive-scale manufacturing culture from a standing start. Two orders of magnitude in twelve months is not something any drone maker gets to alone.

Where this is heading

Rate pressure in this industry is not staying at the design stage. It is already reaching the production floor, and it is reaching it faster than most manufacturers' processes were built to handle. If your production line is what stands between a contract and a delivery, let's talk.
